The approach
- Analysis of needs and development of output-based specification employing an open book approach including performance systems around a risk and reward strategy.
- Procurement under EU regulations from placing OJEU notice, evaluation against agreed weighted criteria to contract award and mobilisation of contract.
The challenge
- The application of a TFM approach to a highly technical site in a laboratory environment within a multi-tenanted environment.
- Developing a strategy for the appropriate apportionment of risk that would ensure value for money to the client bodies within a set budget.
- Ensuring economies of scale were realised through coordination of service streams.
- Managing and understanding the expectations of the different client groups to ensure a holistic approach.
- Integration of specific protocols in relation to containment facilities.
- Managing design interface with bidders to ensure robustness of tender returns.
