Docklands Light Railway - Capacity Enhancement Project
Project
- Modification of existing stations and infrastructure to introduce longer, three-car trains across the Docklands Light Railway (DLR) network in order to provide additional capacity.
- Includes the provision of a new South Quay station and new grade separated junction at Canning Town.
- Works to be completed December 2010.
- Approximate project value: £250million.
The Approach
- Pre-contract cost management for construction or modification of various structures, stations, systems, (including OLE and signalling).
- Optioneering
- Preparation of feasibility and outline design stage estimates.
- Preparation of initial cost plan and subsequent updating/reporting to DLR board.
- Input into risk and value management processes.
- Validation of estimates provided by other consultants. Production of initial cashflow forecasts and subsequent updating.
- Input into the preparation of tender documentation.
- Commercial tender evaluation and recommendation.
- Post contract commercial management of implementation contract.
The Challenge
- Restricted sites creating logistical problems with construction sequencing.
- Interface between DLR, London Underground Limited (LUL) and Network Rail.
- Works adjacent to operational railway.
- Minimising impact on customers and third parties.
Outcome
- Initial schemes at specific locations have been completed on time and to budget.
- Remaining works are currently on programme for delivery.
