The King Abdullah University of Science and Technology (KAUST), will offer world class post graduate educational facilities within a defined township. Faithful+Gould was commissioned to review this prestigious facility and compile a strategy for the entire facilities management and operation over a 10 year period. Following the strategy review, we developed a complete suite of documentation for KAUST to invite competitive tenders and innovative solutions for the future operation of the township. Following the successful delivery of Phase 1 work we were also commissioned to manage the tender process, evaluation, and to provide KAUST with a recommendation for appointment of the facilities management contractor who can demonstrate best value.
We provided a package of documents to enable KAUST to tender the support services to this new university township. The challenge was to introduce international best practice and output-based specifications into the Middle East region and to enable an ‘international’ university to exist within the Kingdom of Saudi Arabia.
The outcome was a suite of documents including:
- Letter of invitation to tender
- Terms of conditions of contract
- Facilities management strategy for KAUST
- Service specifications
- Building / area requirements
- Policies and procedures
- Evaluation methodology
- Pre-tender cost estimates
- Bidders’ information library
