The joint venture (JV), called Built Environment Consultancy Services Partnership Limited (BE.CSPL), brings together world class partners to cover all 10 core services and 16 key sectors to offer Scape a full end-to-end service.
With four world class consultancies in Faithful+Gould, Arcadis, and Grant Thornton bringing a strategic approach and Bilfinger GVA providing commercial surveying services, the JV will act as a catalyst for Scape’s growth, enabling it to develop its offering and make it the de facto framework.
The BE.CSPL members have worked with 98% of all government clients and have a Tier 1 supply chain comprising of more than half of the top 20 construction and property consultancies. This is supported by an extensive supply chain of 350 small and medium-sized enterprises (SMEs), over 90% of which are delivering locally, within 35 miles of the client.
Faithful+Gould was successful in marketing and delivering the previous framework so that it hit the framework limit in three years. The JV brings in a new model with a new management team and will be a transformational move for the construction industry in meeting the funding and servicing challenges, enabling government clients to deliver on their strategy and commitments at a time when budgets and resources are under extreme pressure.
"We have brought together four experts in their fields to form the ideal entity to work alongside Scape on their national Built Environment Consultancy Services (BECS) framework.”

"We have brought together four experts in their fields to form the ideal entity to work alongside Scape on their national Built Environment Consultancy Services (BECS) framework,” says Jon Sealy, Faithful+Gould Managing Director - UK & Europe. "Faithful+Gould successfully achieved the framework limit on the National Asset Management, Surveying and Design Services (AMS and DS) framework in just three years and this is testament to how much our clients value the framework and excellent service delivery. I am convinced that this team of best in class practitioners can be even more successful. We all share Scape’s vision and core values and know that through close collaboration we can take them to a new level – setting the bar in the industry for performance, value for money, supply chain engagement and local delivery."
John Williams, Arcadis UK Managing Director of Buildings commented: "The growth of the AMS and DS Framework over the last four years has been one of the major success stories in the UK construction industry. We are excited to be part of a JV that will provide a unique and powerful base to drive the further growth of the framework. Our integrated propositions and sector insight will create powerful solutions, delivered collaboratively, to serve the whole range of public sector clients that will use the national BECS framework.”
Phil Wooley, Grant Thornton Partner - Government and Infrastructure Advisory Team, says: "We are looking forward to playing a key role in the further growth of this framework, working with our BE.CSPL partners, and building on the success achieved by Faithful+Gould. Our experience of major programme delivery, our extensive network of local government clients together with our suite of analytics offerings, we believe, will bring an enhanced value and place-based perspective to the framework delivery, helping to unlock transformational projects and economic growth.
Nicholas Freeston, Bilfinger GVA Director - Government and Public Sector (GPS) and BD Head of Sectors, adds: "As a leading provider of commercial surveying to the public sector in the UK, GVA are delighted to be part of this JV, working with other market leaders to offer the public sector a client-focused, high value offering on a national basis. Working together with our JV partners, BE.CSPL offers something fresh and dynamic to the marketplace."
BE.CSPL is committed to supporting, implementing and enhancing Scape’s core values of commitment to making a difference to clients and their community, being considerate to all stakeholders, open and honest, passionate about the environment, collaborative and striving for excellence.
By collaborating with Scape and Scape partners the JV will ensure that the BECS framework continues to be the preferred choice for local authority and central government clients.
