Planning permission and listed building consents have been secured for the £60 million Western Isles Schools Project (WISP) for Comhairle nan Eilean Siar (Western Isles Council).
Faithful+Gould is Private Sector Development Partner (PSDP) on this pathfinder hybrid PPP procurement project, the first of its kind in the UK. The Faithful+Gould role shall continue through to the operational phases of the project and our project management consultants are gearing up for a start on site in July 2010, with completion by July 2012.
The project will harness Faithful+Gould's expertise in the public sector to provide project management consultancy and business management support. Our project management consultants will provide support to a 100% council owned special purpose vehicle (SPV). Called Sgoiltean Ura LLP (Gaelic for "New Schools"), the SPV will deliver the project and operate the buildings on behalf of the Comhairle.
Faithful+Gould's WISP team of project management consultants will be relocating to the Western Isles to ensure successful delivery of the project.
The project will see the development of 5 schools over 5 sites. Three new primary schools will provide spaces for up to 425 pupils and 125 nursery places. Two further projects will see significant elements of new build along with the refurbishment and remodelling of listed buildings, to create a 1,000 pupil high school on the Isle of Lewis and Sir E. Scott School on Harris.
Shortlisted bidders are currently tendering for the project, which is being let in two separate procurement lots:
- Lot 1: Construction
- Lot 2: Facilities management and lifecycle.
Faithful+Gould is managing the tendering process and shall be leading the review and selection of succesful bidders.
