We provided cost management services for this $1.7 billion facility as part of the Department of Defense Base Realignment and Closure (BRAC) program. The project utilizes an indefinite delivery task order contract which we hold with the U.S. Army Corps of Engineers, Baltimore District. In accordance with the November 2005 law governing BRAC actions, the National Geospatial-Intelligence Agency (NGA) will consolidate eastern operations in Springfield, Virginia, on Fort Belvoir's Engineer Proving Ground by September 15, 2011. As the NGA moves to New Campus East, it will close its primary sites in Bethesda, Reston, and the Washington Navy Yard, in addition to relocating smaller NGA functions.
The project involves relocating and consolidating NGA functions from various facilities into a 2.4 million square foot office building at Fort Belvoir. The components, which all meet strict government security standards, include: A sensitive compartmented information facility (SCIF), a data center, a ten megawatt power plant, and a remote delivery facility. The team is using the integrated design-bid-build delivery process to accomplish the move. We verified and validated unit costs prepared by the design team and provided written recommendations to the Baltimore District chief of cost estimating concerning completeness and accuracy of cost data in comparison to current local market conditions. Our recommendations enabled the Baltimore District to make important decisions regarding construction of the new facility.
The NGA provides timely, relevant and accurate geospatial intelligence in support of national security objectives. Geospatial intelligence consists of imagery, imagery intelligence and geospatial (e.g., mapping, charting and geodesy) information. The NGA collects and processes information and then tailors it for customer-specific solutions. As a combat-support agency, the NGA supports civilian and military leaders and contributes to the state of readiness of U.S. military forces. The NGA also contributes to humanitarian efforts and peacekeeping.
