Faithful+Gould was instructed as Employer’s Agent to Plymouth Community Homes (PCH) to procure a developer for the regeneration of the North Prospect estate in Plymouth. This scheme was one of the first major projects to make use of the Homes and Communities Agency (HCA) Delivery Partner panel, with contracts signed in March 2011 for immediate start on site.
Phase 1 consisted of 250 homes, commercial and community facilities. The scheme was tendered to a select list of developer’s on the basis of an outline development brief and spatial development strategy, and the successful developer was responsible for preparation of an outline and detailed planning application of the first phase. Faithful+Gould then managed the procurement process, including the production of tender documentation, and assisted in the evaluation and selection of the developer.
Faithful+Gould advised PCH during the subsequent design and planning application process, and on the negotiation of the final commercial terms, reviewing the developer's proposals and financial proposals, and providing commercial input into legal agreements. The terms agreed exceeded the initial base business case despite uncertain market conditions.
Faithful+Gould is now carrying out the post contract employers agent role and the project is on programme and budget.
