Pacnet SGCS2 Data Centre, Singapore

Following the completion of Pacnet’s EAC-1 facility in Hong Kong, Faithful+Gould was appointed to provide project management services to the SGCS2 facility in Singapore, which has been awarded an Uptime Institute Tier III Certification of Design Documents. The pre-construction phase was managed by our Hong Kong team and handed over to the Singapore-based MEP Infrastructure and Critical Systems team for the procurement, design and construction stages.

Located in Singapore’s eastern district, Paya Lebar, the project entailed converting a 30-year-old eight-storey warehouse into a 155,000sqft of data centre capacity and supporting services. The building was configured for corporate offices as well as the technology capacity. Tier III was described as 'concurrently maintainable', meaning it could take any piece of the infrastructure out of service at any time for maintenance and it won’t impact the IT layer for Pacnet’s customers. Similarly, the failure of any single piece of equipment won’t impact their customers’ availability.

Designing and building a bespoke data centre is a complex task. This was a design and build contract, which is not a standard delivery method for this type of project. The existing building structure presented challenges, as did the constrained site conditions. The works sequencing required careful planning and programming to accommodate the complex logistical requirements. However, use of an existing building avoided planning and new build complications and allowed the project to be completed in just 10 months, saving at least eight months.

Skilled stakeholder management was needed to liaise with the Singapore Authorities, neighbouring land owners and utility companies. Power requirements were especially complex. The SGCS2 facility was equipped to support customer requirements for high-power density needs through the supply of 12 MVA utility connections (upgradable to 15MVA) and was capable of supporting 1,500 high-power density racks with an initial IT load of 6 megawatts. Procurement, delivery and installation of equipment were crucial to the programme, and this was an integral part of our monitoring role. In addition, the facility was designed to meet the Gold standard in Singapore’s BCA Green Mark environmental accreditation scheme.
